he University Grants Commission
signed MoU with various national and
international publishers on 6th October,
2003 in a
function held at Indian National Science Academy (INSA),
New Delhi, for providing electronic access to research journals for the benefit of the

the occasion.
The scheme will
be
wholly funded by
the
UGC. All universities
which
come under UGC’s purview will be beneficiaries of the progamme, and it
will gradually be extended to colleges as well. The first phase of the
programme covers more than 50 universities and more universities will
join the programme as soon as they get networked in the UGC-Infonet. It
is expected that the entire university system will be covered by June
2004. Access to various E-Journals will begin by January, 2004. Trials
are in progress. The E-Journal

program will cover major research disciplines in the
faculties of Arts, Humanities, Science and Social Sciences. The
literature will include journals covering research articles, reviews and
abstracting databases. Access will be provided to current and archival
literature. Portals will be provided which will enable users to navigate
easily through all the research literature.
INFLIBNET will administer and monitor the programme and will have
independent electronic access to all the publications to help with the
process. One free print copy of each journal, subscribed under the
consortium by each publisher for archival purpose will be provided. A
website will be created to provide all information to the consortium
members about the details of the programme. Training programmes will be
conducted to spread awareness and to develop expertise in the university
community in the use of E-Resources.

he UGC has entered into

Memorandum of Understanding with the Department of Biotechnology (DBT),
Government of India for
collaborative support
for M.Sc./ M.Tech.
and post - graduate
Diploma programmes in
Universities.A joint task
force of UGC and
DBT will oversee the
implementation of this
program and monitor
it.

The DBT will provide the recurring and
non- recurring grants except
teaching faculty positions
for the period of upto five
years while the UGC will
provide the
salary
component for
faculty
positions. The scheme is
administered by the bureau
of the UGC dealing with
‘Innovative Programmes
including Courses
in
Emerging
Areas’.
