Indo-Australian Tie-up

        ustralian      Minister       for
        Education,     Science   and
Training   Dr.   Brendan   Nelson
was   in   the   Capital  alongwith his   delegation  for   talks    with Minister   for   Human  Resource Development   and   Science   & Technology,  Dr.  Murli Manohar Joshi  and  his  delegation  on the scientific      and      technological co-operation   between   the two countries.     A      Memorandum
of         Understanding         was
signed on 23
rd   October,
2003  for   strengthening collaboration  in  frontier
areas  of  HRD, Science
& Technology.The areas   identified            include 
N a n o t ech n o l o g y, 
Biotechnology,        and 
Advanced       Materials
in  which  India has  rich 
potential  and  expertise. 
Officials  from  the   two 
sides  will  meet  soon to
identify projects for joint collaboration.Under  the
MoU, the  twocountries
will       establish      a          Joint 
Committee, which will review and identify        programmes         of co-operation, select priority areas with        high     probability     for collaborative   projects,   monitor the progress  of ongoing projects as well as  decide on funding new projects. The MoU lays emphasis on funding and both sides will put in place a  Funding Mechanism to support     joint     developmental, scientific    and  strategic research projects.    Another      significant aspect of the MoU   is that it also takes care of intellectual property rights.   If       necessary       they

may even  conclude  appropriate protocols  for   the protection of IPRs.
Earlier, while delivering a lecture on ‘Engaging the World Through Education’ in a UGC function held at Le Meridian, New Delhi, Dr. Nelson said, "International education contributes to Australia’s engagement with the world socially, culturally, intellectually and economically. economic development and national security. The world is at a turning point in the internationalization of education and training. The changing environment presents many opportunities and challenges for Australia and India. The Government of Australia will ensure that Australia continues to play a leadership role in making education and training a central aspect driving world development". Dr. Brendan Nelson further said, "the Australian government wants to diversify its relationships with the countries   with  which    Australia

engages, the fields and levels of study in which international students participate, and the modes of delivery adopted by Australian providers of education and training services. The focus is on improving the quality of education providers, the mix of students, the learning experience of students and the effectiveness of programmes offered in Australia and overseas, raising the international profile  of Australia’s scientific,
               educational and  cultural
               capabilities." Prof.  Arun
               Nigavekar,     Chairman,
               UGC, while inaugurating 
               the  function said that the
               existence of    education,
               knowledge and    wealth
               is complementary       to 
               each         other.       He 
               highlighteds              the 
               peculiarities             and 
               uniqueness of  the Indian 
               University system     and 
               pointed   to   the mutual 
               benefits which accrue to 
              India       and   Australia through co-operation in higher education. Education has emerged as an important tool in society to achieve success, as world is looking at education with different perspective and different angle. Moreover, education has played a major role in ensuring that world becomes borderless, as now borders exists only in maps. Education has emerged as an important tool for social transformation, as it is a powerful tool at the family, societal and national level. Education is providing    new    vistas   to  blend
