Brief Information

UGC notified the University Grants Commission (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020 on 4th September 2020. These Regulations superseded the UGC (Open and Distance Learning) Regulations, 2017 and UGC (Online Courses or Programmes) Regulations, 2018.
UGC (ODL Programmes and Online Programmes) Regulations, 2020, have been designed to govern the ODL and Online Programmes offered by the Universities in the country and to regulate and monitor the quality of education being imparted through ODL and Online modes. The UGC recognition of HEIs to offer Programmes under ODL and/or online mode ensures access to quality higher education for learners from remote rural backgrounds and working professionals. It provides them with better opportunities to pursue their academic goals ensuring lifelong learning.
UGC has set minimum quality standards for ODL and Online modes of learning by the implementation of these regulations to ensure that students receive quality higher education on par with conventional modes of learning. UGC (ODL Programmes and Online Programmes) Regulations, 2020 have brought a standardized framework for the recognition and regulation process of ODL and Online education in the country. These regulations highlight the need for HEIs to adapt to changing student preferences and embrace technology in their teaching and learning strategies in ODL and online learning modes. The implementation of these regulations will lead to better quality and enhanced opportunities in higher education for students across the country.
