Section (3) of UGC Act 1956 provides for declaration of Deemed to be Universities to promote, strengthen and bring those institutions, which are doing work of high standards in specialised academic field comparable to university, under the purview of UGC. Accordingly, the Central Government on the advice of the Commission declare any institution as Deemed to be University. The minimum eligibility criteria to apply for status, procedure for declaration, the governance system, monitoring are all specified in the UGC (Institutions Deemed to be Universities) Regulation 2019. The Bureau involves in the processing of proposals, constituting expert committees and attending queries / court-cases related to Deemed to be Universities.
